工作目的
Under the leadership of the Major Project Delivery HSE Dept. Manager, work with IPMT to implement health &safety management in PC project and promote the project to meet the requirements in safety, quality, schedule, cost and other aspects.
在重大項目交付HSE部經理帶領下，與IPMT共同做好聚碳項目的健康安全管控，促成聚碳項目在安全、質量、進度、費用等各方面目標的實現。

Key Stakeholders:
? Internal Stakeholders: CSPC Major Project Delivery Departments, CSPC major project ORCSU team, CSPC Business functions，C1 production units.
? External Stakeholders：PC IPMT， local HSE Authorities.

? 內部利益相關方：CSPC重大項目交付團隊各部門、CSPC重大項目生產準備部、CSPC各業務部門、一期各生產裝置；
? 外部利益相關方：聚碳 IPMT， 當地HSE政府主管部門。
工作職責
1. Assist the line manager and IPMT HSE Department to jointly develop project constructional safety procedures and communication mechanisms.
2. Participate in relevant safety audits design phase of PC project in health and safety aspects, and put forward compliance and optimization suggestions.
3. Cooperate with PC IPMT to identify the requirements from safety laws and regulations, lead/coordinate gap and impact analysis, and recommend relevant parties to update and promote follow-up actions for compliance.
4. Participate in, support Occupational Health (OH) & Safety design assessment and related special articles development, formulate/review corresponding actions, keep tracking on implementation.
5. Participate in or take lead on project OH and safety design optimization to meet CSPC operation health & safety practices.
6. Participate in the review of the construction contractor's safety management system and on-site construction inspection of PC project, and supervise the rectification and implementation of major safety issues.
7. Supervise and participate in the investigation of health and safety accidents and high risk potential incidents, and track implementation of relevant actions.
8. Support and participate in the release of Health Safety facilities handover procedure, and supervise the implementation with the support of discipline engineers;
9. Coordinate with / support ORCSU team and IPMT to complete the release and implementation of safety management and relevant procedures at the transition stage during the pre-commissioning and commissioning of PC.
10. Communicate with local health，safety and firefighting departments and other external organizations, to be responsible for safety ERP, Trial production permit, safety acceptance and other project close-out, and implement the rectification and tracking for finding closure;
11. Other tasks assigned by line manager.
1. 協助部門經理與IPMT HSE部門共同制定項目施工健康、安全的相關程序及溝通機制;
2. 參與聚碳項目設計相關健康安全審核，并提出合規和優化建議;
3. 與IPMT合作，識別新的和修訂的健康、安全法律法規的要求，領導/協調差距和影響分析，建議相關方更新規定并推動合規的后續行動;
4. 參與和支持項目職業健康安全相關專篇的制定、審核，并跟蹤、落實相應的跟進措施;
5. 參與或主導項目職業健康、安全設計優化， 使其未來適應于CSPC運營健康安全做法；
6. 參與或主導聚碳項目施工承包商健康、安全管理體系的審查、現場施工的檢查，并監督重大安全問題的整改落實；
7. 監督和參與職業健康及安全方面的事故和潛在高風險事件的調查，對相關措施跟蹤、落實;
8. 在專業工程師的支持下，支持、參與職業健康及安全設施設施移交程序文件的制定與發布，并監督執行;
9. 協調、支持重大項目生產準備團隊和IPMT項目組完成聚碳項目預試車、試車過程中過渡階段的職業健康、安全管理及相關程序的發布與實施；
10. 保持與當地健康安監及消防主管部門及與健康安全消防相關的政府部門進行溝通，負責安全ERP、 試生產許可及職業健康安全驗收等項目收尾工作，落實相關問題的整改和跟蹤;
11. 直線經理交辦的其他工作。
任職資格
1.教育背景：
化學、化工或化工工程專科學歷。
2.工作經歷：
至少8年在聯合化工廠或工程項目從事生產操作、工程施工或工藝安全、人身安全管理經驗；
3.語言要求：
能夠以英語作為工作語言。
